SALEM (AP) - The Oregon Parole Board has refused to release a man who raped and decapitated a 5-year-old girl in rural Lane County in the 1970s.
Richard W. Godwin, 63, kept the skull of his victim on his bedside table. The board determined Wednesday that Godwin remained a danger to society.
He is among several prisoners considered notorious now being considered for parole.
He is seeking release after nearly 30 years in prison and has been turned down repeatedly.
