If you want to laugh at - or with - a syndicated cartoonist, here's your chance. Leigh Rubin, creator of the Rubes panel in the Democrat-Herald, will present his "Rubes Cartoony Show" at 6:30 pm. Wednesday at the Albany Public Library, 1390 Waverly Drive S.E. The public is invited, and admission is free. Rubin, 51, of Nipomo, Calif., started producing the newspaper version of Rubes in 1984.
